2023 Policy Address sets new tasks for HKMU

Dear Colleagues,

In his 2023 Policy Address, the Chief Executive (CE) announced a number of new initiatives for the higher education sector, two of which are directly related to HKMU.

The CE proposed the establishment of “Universities of Applied Sciences (UAS)” for self-financed universities in Hong Kong. In some European countries, such as Germany, Switzerland and the Netherlands, UAS are well established and well-regarded higher-education institutions, offering programmes that emphasise the practical application of knowledge in the arts and sciences and have a close partnership with related industries.

At HKMU, we offer professional programmes that respond to market trends and meet industry needs, providing our students with quality professional education and a clear career path.

The focus of UAS is therefore consistent with the mission and vision of HKMU. On several occasions, I was asked whether HKMU would need to retitle again if it became a UAS! My reply was that “UAS is not the name of a university but a category of universities, similar to “liberal arts colleges” as a type of higher-education institution”.

Our strong track record in professional education and unique self-accrediting status among self-financed universities in Hong Kong mean that we will have a special and important role to play in this government-initiated endeavour. HKMU stands ready to take advantage of this opportunity and share our expertise and experience if and when needed.

The CE also announced that the Correctional Services Department will establish the Ethics College to “provide full-time continuing education courses for voluntary enrolment by adult persons in custody to help equip them for reintegration into society”. HKMU, via LiPACE, will provide academic and curricular support to the Ethics College. This is an extension of a role that we have performed for over three decades.

The situation will become clearer as the initiatives develop and more information is released. But one thing is clear – HKMU is prepared to make a significant contribution to the two initiatives.
