Programme Learning Outcomes (PILOs)

Upon completion of the BSSPA programme, graduates should be able to:

  • Master major public administration theories;
  • Apply theories of public administration, political science, and social sciences to evaluate issues pertinent to real-world public sector management;
  • Analyze underlying factors that would affect public policy-making processes in general, and in particular, the public policy-making process in Hong Kong;
  • Deliberate rationales and major reforms to public sector in Hong Kong and Western democracies;

In addition to the learning outcomes for the BSSPA, graduates of the BSSPAH programme should be able to:

  • Acquire an in-depth understanding of public sector management in Hong Kong and Western democracies;
  • Reflect on roles of government in Western democracies, and evaluate the issue of government intervention in Western democracies and Hong Kong; and
  • Integrate knowledge of public administration, political science, and social sciences to assess public sector management, public policy analysis, and factors that would affect the formulation and implementation of public policies and policy programmes.
