Professor Charles KWONG Che-leung obtained his Bachelor of Arts and Master of Social Sciences in Economics from The University of Hong Kong, and a Doctor of Philosophy in Development Studies from Monash University in Australia. With more than 28 years of experience at HKMU, Professor KWONG has emerged as a seasoned academic administrator with excellent track record and exposure in teaching, programme development, scholarly activities and school management.  Some of his major accomplishments include obtaining an Enhancement and Start-up Scheme for Self-financing Post-secondary Education (ESGS) of HK$33 million to launch a new programme and upgrade laboratory & equipment, a Quality Enhancement Support Scheme (QESS) fund of HK$2.35 million to explore how Virtual Reality enhances learning effectiveness, as well as an Institutional Development Project of HK$5.79 million to establish a Public and Social Policy Research Centre. He has also made notable contribution to the enrichment of the art and cultural scene in HKMU through a wide range of cultural events and performances.

Apart from his academic duties, he has widely engaged in research/publications covering areas of China’s macroeconomic reform and economic development, with focus on its banking and financial system. He has been the Guest Editor of the journal The Chinese Economy for special issues on China’s banking system and rural development.

Professor KWONG has also actively engaged in the administration of the University, professional and community services.  He has served on the Council, Senate and various university committees of HKMU over the past years as well as a number of committees in Education Bureau and the HKEAA since 2003.  He is also regularly invited by HKCAAVQ to serve as expert member in panels for the accreditation of both local and overseas academic programmes offered in Hong Kong. He has been the Assessment Panel Member for the Chief Executive’s Award for Teaching Excellence since 2023. He was also Executive Committee Member of the Hong Kong Economic Association and was invited to serve as the Chair of Problem Committee of the 2024 International Economics Olympiad.
