Extending the Horizon

Formulation of
the Strategic Plan

The last strategic plan of the University spanned a five-year period from 2019 to 2023.  A mid-term review conducted in late 2021 revealed that HKMU had made good progress in many areas, including academic reforms, teaching and learning, student support, research, campus development and university governance.

Earlier in August 2021, Council members and senior executives engaged in a brainstorming session to discuss, among other things, the strategic direction of the University. The strategic direction and future development were also the focus of discussion in a management retreat in June 2022.

In May 2022, a Strategic Plan Working Group was formed with representatives from the Schools and Offices to identify the initiatives to be undertaken in the next five years from the perspectives of faculty and staff. After several rounds of deliberation, the Working Group compiled a draft strategic plan in October 2022. In the process, the Group also received input from top management. Hence, the Plan was enriched by the insights of senior and middle management, as well as the rank and file of the University.

The initial draft was discussed by the Senate and Management Board and consequently refined. The second draft was a consultation document for various stakeholders, through town hall forums, focus groups, and Qualtrics with the alumni, staff, and student communities. The third draft was presented to the Council and the Court for discussion, before its final approval by the Council in July 2023.

The Strategic Plan (the “Plan”) will be accompanied by a companion document for internal reference by the Schools and Offices as a guide on the implementation and the associated KPIs of the Plan.

Line of Thought

This Plan was developed from our passion to provide top-quality professional and career-oriented education to students to empower them to develop fulfilling careers, and to nurture them to be upstanding citizens, contributing to the economic advancement of our city as a major metropolis in the Greater Bay Area megalopolis.

Education and Research, as the primary functions of the University, constitute the core themes of the Plan.

During the development of the conceptual framework of the Plan, we arrived at the consensus that the human factor plays an important part in delivering the University's mission. We therefore included the dimensions of People and Engagement, together with Campus and Governance, as the four themes forming the enabling domains of the core strategies.

While acknowledging that the University has made significant strides since the last strategic plan, we must ensure that we continue to advance towards perfecting the Student Learning Experience and enhancing quality by setting higher standards in all our activities. Hence we chose “Extending the Horizon” as the keynote of the Plan, adopting the literal meaning to remind us that the University must, on its own accord, adapt its goals in anticipation of the changes in the surrounding environment. “Extending the Horizon” can be translated as “提升高水平 開拓新領域”, accentuating the objective of quality enhancement, which is the essence of our overall strategy.

Line of Thought
