Virginia Choi devoted to public and community service over the years. She has been instrumental in formulating policies regarding manpower resources development in Hong Kong. She has been pivotal in advancing the HR profession as the Judge for the HR Appreciation Awards organized by Classified Post and Adjudicator for the Employer Recognition Scheme organized by the Equal Opportunity.     
 
Virginia is the Managing Consultant of Tamty McGill Consultants International Limited. She has over 30 years of experience. She began her training career at the United Christian Hospital where she provided social services, community mental health education and staff training. She then went to become Family Life Educator of the Hong Kong Federation of Youth Groups and conducted a lot of training courses about mental health and interpersonal skills. Her experience included serving as senior regional executive of training and staff development departments at Bank of China Group of 14,000 staff, G2000, Chase Manhattan Bank, Forum Asia and Cubiks, a PA consulting group.
 
Virginia was President of the Hong Kong Institute of Human Resource Management from 2001 to 2005, HKIHRM's first female President since its inception in 1977. She is now Executive Council member of the HKIHRM and advisor to its Learning and Development Committee. She is recently granted the Excellent HR Leader Award of the HKIHRM HR Excellence Award 2019/20. She was awarded as Advisor of Shenzhen Qianhai Shenzhen-Hong Kong Modern Service Industry Cooperation Zone.
 
With an unrivalled passion for helping the younger generation to flourish and attain their maximum potential, she has been actively involved in different capacities in the Universities. She has been served from 2009 to 2015 as board member, member of Audit and Executive Committees and Chairman of Human Resources Committee of the Open University. She was awarded an Honorary Fellowship of the Open University in 2015. She also actively as a Mentor for the Student Affair Unit and A-Team Student Development Program for the Open University. She is appointed as the Court Member of the University in 2021. She is also Advisor of the Advisory Committee of the College of Professional and Continuing Education of the Hong Kong Polytechnic University since 2017. She also served as Chairman of the Careers Advisory Board Member of the University of Hong Kong from 2013 to 2016. She has been as Advisor and Mentor of the Business Student's Union of the Hong Kong University of Science and Technology Students' Union.
 
She was elected Chairperson of the CPD Alliance (Continued Professional Development Alliance)  She actively participates in various boards, committees and including the government's as Chairman of Pay Trend Survey Committee, a member of Standing Commission on Civil Service Salaries and Conditions of Service, Employees Retraining Board, Manpower Development Committee and Educational Manpower Bureau, Equal Opportunities Commission, Personal Data (Privacy) Advisory Committee, Legal Aid Services Council, Housing Authority, Central Policy Unit, Panel of Arbitrators, Labour and Welfare Bureau and Public Service Commission.
