The Non-means-tested Loan Scheme for Post-secondary Students (NLSPS) is administered by the Student Finance Office (SFO) under the Working Family and Student Financial Assistance Agency (WFSFAA). This scheme is used to complement the Financial Assistance Scheme for Post-Secondary Students (FASP) to provide non-means-tested loan(s) to eligible students to settle tuition fees.

  1. Applicants need to be engaged in full-time locally-accredited self-financing post-secondary education programmes at sub-degree (i.e. associate degree or higher diploma) or degree level (please refer to the Course Coding Sheet which lists out the programmes covered under NLSPS and their course codes); and
  2. Applicants have the right of abode in the Hong Kong Special Administrative Region (Hong Kong) or have resided or have had their homes in Hong Kong continuously for three complete years prior to the commencement of the course. This does not cover students holding:-
    1. student visas/entry permits;
    2. visas/entry permits under the Immigration Arrangements for Non-local Graduates; or
    3. dependant visas/entry permits which were issued to them by the Director of Immigration when they were 18 years old or above.

Maximum Level of Loan Amount and Life-time Loan Limit

  1. If applicants apply for the NLSPS loans only, i.e. have not applied for / have failed to obtain any financial assistance under the FASP, the maximum amount of loan you may receive under the NLSPS is the annual tuition fees payable for the course under application.
  2. The combined life-time loan limit under the NLSPS and the Non-means-tested Loan Scheme for Full-time Tertiary Students (NLSFT) for the 2024/25 academic year is HK$406,700.

Interest and Administrative Fee

  1. The NLSPS operates on a full-cost recovery basis. Please refer to the SFO's webpage for the prevailing NLSPS interest rate.
  2. An administrative fee, to cover the full costs of processing and administering the NLSPS loan, is chargeable for each application and each loan account upon submission of application and annually thereafter until the NLSPS loan and the interest accrued thereon are fully repaid. Administrative fee will be charged on each loan account on an academic year basis.
  3. The administrative fee payable in the 2024/25 academic year for applicants of the NLSPS is HK$216.

  2. Please refer to Part II of the Application Guidance Notes [NLSPS/1B (2024)] for details of completing and submitting the online application form.
  3. Applicants should submit the duly signed declaration (for paper signing) with photocopies of supporting documents within seven days from the date of submission of online application form.
