The 10th International Conference on Open and Innovative Education (ICOIE 2023), organized by the Institute for Research in OPen and INnovative Education (IROPINE) of Hong Kong Metropolitan University (HKMU), took place at the university's main campus on July 4 to 6, 2023. The conference received more than 260 paper submissions and 217 registrations from 17 countries/regions worldwide, setting new records for both the number of paper submission and conference participants.

After experiencing three years of the pandemic, the conference fully resumed on-site meetings, but still accomodated online participants. The conference invited six renowned scholars from different countries and regions as keynote speakers, and three internationally renowned experts as forum guests, to share their professional knowledge and experiences in the field of open and innovative education. The conference also organized four parallel paper presentation sessions (a total of 111 paper presentations) and ran in parallel a Symposium on Agile-Blended Learning.

The conference was generously sponsored by the Hong Kong Pei Hua Education Foundation, the Sino-British Fellowship Trust, and the Wu Jieh Yee Charitable Foundation Limited. At the closing ceremony, the conference organizing committee announced that ICOIE 2024 will be held at the Hong Kong Metropolitan University on July 3 to 5, 2024.
