Recognition of Prior Learning (RPL) for Testing, Inspection and Certification Industry

End of the transition period for document review
The transition period of opting recognition of QF qualifications at Levels 1 to 3 through verification of documents ended on 31st October 2020. All recognition of QF qualifications at Levels 1 to 3 are performed through assessment only.
Reminder: Enhancement Measures of
Recognition of Prior Learning (RPL) Support Scheme
From 1 December 2019*, all successful RPL applicants can apply for full reimbursement of assessment fees in a lump sum after obtaining the Statement of Attainment (SOA).  All applications should be submitted within two years from the date of issuance of SOA.  Late applications will not be accepted.
*It refers to the date applicants submit RPL application forms to assessment agencies or the postmark date on envelope.

Recognition of Prior Learning Mechanism

The major purpose of setting up a Recognition of Prior Learning (RPL) mechanism under the Qualifications Framework (QF) is to enable employees of various backgrounds to receive formal recognition of the knowledge, skills and experience already acquired. It facilitates employees with learning aspirations to know what competencies they have acquired through experience or previous training in the industries, so that they can determine their starting point for learning and progression, and reduce duplication in training for the same skills. In other words, they may skip certain familiar modules and proceed to courses of a relatively higher level or wider scope so that they can receive more effective training that better suits their needs. The RPL mechanism will operate based on the Specification of Competency Standards (SCSs) formulated by the respective industries to ensure its credibility.

Recognition of QF Qualification

Holders of the designated HKQF qualification and meet other additional requirements are regarded as meeting the personnel requirement for service contract or membership requirement for the following government departments/ employers’ associations/professional bodies:
– Public Works Laboratories, CEDD
– Hong Kong Housing Authority
– Hong Kong Institution of Certified Auditors
– Hong Kong Association for Testing, Inspection and Certification

Practical Route to BASc (Hons) of Integrated Testing, Inspection and Certification

If the credit requirements are met, RPL applicants can apply for the Bachelor of Applied Science with Honours in Integrated Testing, Inspection and Certification through the practical route.

Hugo Leung Wai-yin, who graduated from his four-year programme in 2015, won the Best Paper Award for his ‘intelligent pill-dispenser’ design at the Institute of Electrical and Electronics Engineering’s International Conference on Consumer Electronics – China 2015.

The pill-dispenser alerts patients via sound and LED flashes to pre-set dosage and time intervals. Unlike units currently on the market, Hugo’s design connects to any mobile phone globally. In explaining how it works, he said: ‘There are three layers in the portable pillbox. The lowest level is a controller with various devices which can be connected to mobile phones in remote locations. Patients are alerted by a sound alarm and flashes. Should they fail to follow their prescribed regime, data can be sent via SMS to relatives and friends for follow up.’ The pill-dispenser has four medicine slots, plus a back-up with a LED alert, topped by a 500ml water bottle. It took Hugo three months of research and coding to complete his design, but he feels it was worth all his time and effort.

Hugo’s public examination results were disappointing and he was at a loss about his future before enrolling at the OUHK, which he now realizes was a major turning point in his life. He is grateful for the OUHK’s learning environment, its industry links and the positive guidance and encouragement from his teachers. The University is now exploring the commercial potential of his design with a pharmaceutical company. He hopes that this will benefit the elderly and chronically ill, as well as the society at large.

Soon after completing his studies, Hugo joined an automation technology company as an assistant engineer. He is responsible for the design and development of automation devices. The target is to minimize human labor and increase the quality of products. He is developing products which are used in various sections, including healthcare, manufacturing and consumer electronics.
